Sealed Tenders, plainly marked on the envelope "Tender for WHISKEY CREEK BRIDGE, 10.26.03-06"will be received by the Tanya Duthie, Contract Support Services, Corporate Capital Project Delivery Services of the Capital Regional District at their offices at 625 Fisgard Street, Victoria, British Columbia up to 2:00 pm local time on May 13, 2026, at which time they will be opened in private

The works to be constructed under this Contract generally include, but is not limited to, the following:

i. The supply and installation of a new 8.0m C/C Span Concrete slab bridge on inverted T abutments.

ii. The work site is located on the Leechtown Road (Whiskey Creek), and is within the Greater Victoria Water Supply Area (the location is shown on the design drawings (reference Appendix B).The work site is located 1.4km from the Sooke Main Gate (off Sooke Lake Road).

iii. The work generally consists of, but is not limited to, the following:i. Removal and disposal of the existing 1500cmp culvert.
ii. Excavation and grading of site, as shown on drawings.iii. Subgrade preparation to design specification for abutment foundations.
iv. Supply and installation of precast inverted T abutments.v. Supply and installation of precast concrete superstructure.

vi. Supply and installation of guard rails and pedestrian handrail

vii. Supply and installation of concrete block retaining wall

viii. Backfill and compaction of fill material

ix. Placement of riprap instream works (rip rap supplied by CRD)

x. Placement of road surface aggregate (aggregate supplied by CRD).

xi. Site restoration

Proponents may be awarded follow-on work without a competition.

Digital copies may be downloaded for no cost from www.crd.bc.ca/about/contracts-rfps/ after registering as a vendor and at www.bcbid.gov.bc.ca without registration. Vendors are encouraged to check BC Bid regularly for updates and not rely on e-mail notifications, as e-mail is inherently unreliable and subject to interruptions.
The lowest or any tender will not necessarily be accepted.

A non-mandatory pre-tender site meeting will be held at the Greater Victoria Water Supply Area (GVWSA) located at 2200 Sooke Lake Road, Shawnigan Lake, BC at 9:00 am, April 23, 2026. CRD staff will escort the Tenderers to the bridge site. Tenderers will require their own vehicles capable of safely travelling on steep and winding gravel roads. Tenderers are recommended to visit the site to ensure that they have satisfied themselves of everything and of every condition that could affect the execution of the work. Tenderers are encouraged to make enquiries to satisfy themselves of the work requirements.

SUBMITTING THE TENDER
3.1 The signature of the Tenderer shall be in handwriting or, if the Tenderer is a corporation, the Tenderer shall be executed by an individual with authority to bind the corporation or under corporate seal. Any tender not so executed may be rejected.
3.2 Each Tenderer shall submit, as part of its tender, completed lists provided in the Tender Form Annexures regarding information relating to previous contracts, subcontractors, equipment and material suppliers and supervisory personnel.

Tenders shall be signed, sealed and enclosed in a sealed envelope (unless submitted by e-mail to purchasingfmes@crd.bc.ca in accordance with 3.3) addressed to:

and shall be marked: WHISKEY CREEK BRIDGE, 10.26.03-06
and show the name of the Tenderer.
If forwarded by mail or courier, the sealed envelope containing the tender must be enclosed within a mailing envelope.

Tenders submitted electronically shall be complete and saved in one PDF file marked with the Tender number and name of Tenderer (other than any electronic bid bond or consent of surety, which must be provided in separate files). Tenders submitted electronically can submit the bid security required under section 2.1 separately by mail or courier, provided that all required documents are received prior to the time set for closing of tenders. Alternatively, tenders submitted electronically can be accompanied by an electronic bid bond and electronic undertakings of surety. The electronic bid bond must meet all the requirements specified in section 2.1, and the Surety Association of Canada’s criteria for electronic bonds.
Tenders submitted by facsimile communication equipment (FAX) will not be considered nor will modifications submitted by FAX.
